  • Reciprocal Recognition of Out-of-State Radioactive Material Licenses

    As an Agreement State under the Atomic Energy Act, Maryland is obliged to recognize radioactive material licenses issued by the U.S. Nuclear Regulatory Commission (NRC) or any of the other 37 Agreement States for licensees with out-of-state facilities.

    The licensee must, however:

    1. Meet procedural requirements for working in Maryland
    2. Obtain an authorization letter from the Department
    3. Pay a reciprocity fee and
    4. Notify the Department at least three days (72 hours) prior to working in the State

    This permit ensures the proper disposal of solid waste in an environmentally acceptable manner while protecting public health and the environment, including surface and ground water.

    Any person who installs, materially alters, or extends a refuse disposal system must obtain this permit. Refuse disposal systems that require this permit include:

    Resource Management Program

    The Resource Management Program within the Land and Materials Administration of the Maryland Department of the Environment regulates several activities to ensure the protection of public health and the environment.

    The permit assures the proper management and recycling of organics, including:

    • Yard trimmings
    • Preconsumer and post-consumer food scraps
    • Nonrecyclable paper
    • Department-approved animal manure and bedding
    • Industrially produced food processing materials
    • Animal mortalities
    • Manufactured organic materials like waxed-corrugated cardboard, non-coated paper and Other materials that the Department determines pose a low level of risk from hazardous substances and a higher level risk from physical contaminants and human pathogens

    This includes both the Individual Composting Facility Permit and the General Composting Facility Permit
